The Board of Behavioral Health and Therapy was created during the 2003 Legislative Session. The first Board members were appointed in December 2003 and began their duties at their inaugural Board meeting on December 4, 2003.
The Board's legislative function, or purpose, as set forth in Minnesota Statutes, sections 148B.52 and 148F.015. It is responsible for setting initial and continuing licensure requirements; issuing licenses to qualified applicants; establishing rules of professional conduct; publishing a roster of licensees and approved supervisors; educating the public about the existence and the content of the laws and rules pertaining to licensees to enable consumers to file complaints against licensees who may have violated the statutes and rules; periodically reviewing the established rules in order to improve them, and establishing a professional discipline committee and complaint process. The Board's purpose is also described in its mission statement:
The mission of the Board of Behavioral Health and Therapy is to protect the public through effective licensure and enforcement of the statutes and rules governing its licensees to ensure a standard of competent and ethical practice.
Finally, the purpose of licensure of certain professions is specified in Minnesota Statutes Chapter 214. The law indicates that the purpose of licensure is to protect the safety and well-being of the citizens of the State of Minnesota.
